1, End Federal Overreach
Texas Sovereignty Act – Joint legislative committee recommends unconstitutional federal acts for declaration by legislature and governor. (RPT End Federal Overreach Priority). (RPT Platform Plank 20) (HB 796 Cecil Bell, HB 898 David Spiller, SB 80 Bob Hall)
Rule-of-Law Enforcement – Give a statewide official independent prosecutorial authority in addition to DAs for Official Oppression, Sedition, Rioting Offenses, Election Integrity, maybe other. (RPT Platform Plank 162) [Note: Texas Sovereignty Act must be modified to address Court of Criminal Appeals opinion that legislature cannot delegate independent prosecutorial powers to AG.]
Refusal to Assist Officers of the Union Act – AG declares unconstitutional federal acts and state agencies and subdivisions prohibited from assisting feds. (RPT Platform Planks 20 and 68)
Resist FBI Weaponization Against Texans -- Texas law prohibiting no-knock and nighttime federal raids in Texas against Texas citizens, stating that violation is punishable under Texas Official Oppression Act. Require feds to get sheriff permission for arrests and searches in county. (RPT Platform Plank 5)(Draft being worked Rep. Andy Hopper.)
Don’t Mess With Texas Elections – limits on funding from outside Texas for Texas races. SB 405 (Mayes Middleton)
Let Texans run Texas – disallow Texas subdivisions from receiving federal funds with strings attached. (RPT Platform Plank 68)
Run Texas Elections Separately from Federal Elections – (RPT Platform Plank 218 g) (HB 209 Mike Schofield, SB 106 Bob Hall)
Remove TCOL Credentialization Requirements on Temporary Sheriff Deputizations
Protect the Texas National Guard (RPT Platform Plank 247) (HB 930 Briscoe Cain)
Anti-corruption process improvements – create Texas procedures for and pre- empt FBI investigation into city, county, school corruption.
Texas Rights Protector – Create new Texas constitutional office called Texas Rights Protector. The primary mission of the office would be to represent Texans in court when seeking to clarify and protect natural rights against Texas law or administrative agencies. It might represent parents against violations of policy by schools. It might also include state-level prosecutorial authority against feds for Official Oppression Act and against Texas governmental corruption, pre-empting federal interference in Texas.
2. Fighting Inflation, CBDC, Globalism, and ESG
Currency Choice Amendment to protect the natural right to hold and trade with any medium of exchange including cash, coin, digital currency, and scrip. (RPT Platform Plank 30 d and 80).
Transactional Gold – expand Texas Bullion Depository function to provide ability for Texans to use a credit card or digital app to spend stored gold or silver in ordinary transactions (RPT Platform Plank 80). HB 1049 (Mark Dorazio)
Stop Business With Texas and Subdivisions if Discriminate based on ideology against Texas Businesses by denying funding – (RPT Platform Plank 30 a).
Prohibit Discrimination in Lending by Financial Firms based on ideology/ESG/nature of business - (RPT Platform Plank 30 b).
Expand reasons for Texas pension disinvestment to the S and G of ESG - Penalties for organizations boycotting Texas for legislatively protecting the rights and/or values of Texans on CRT, gender politics, life, and declining vaccination. (RPT Platform Plank 30 c).
Anti-ESG – Prohibit companies doing business in Texas from implementing ESG standards or forcing suppliers to implement ESG standards required by foreign statutes that require companies to do so for access to those markets.
Stop SEC implementation of ESG Scoring in Texas – citing logic of West Virginia v EPA – probably in form of resolution
Remove liability protections for corporate owners when corporation acting in Texas engages in activities that are socially/politically driven, rather than profit- driven
3. End Texas Executive Overreach and Protect Texas Medical Freedom
Stop Mandatory Vaccinations - Constitutional amendment to add provision to Texas Bill of Rights to protect natural, unalienable right to decline vaccination. (RPT End Federal Overreach Priority) (RPT Platform Plank 111). HJR 91 (Hopper). SJR 10 (Hall).
Stop Executive Overreach -- Amend Texas Disaster Act to insure that we never get lockdowns or mask mandates again and to stop open-ended criminal penalties for which executives define offense. Put conditions on delegation of power that legislature must approve emergencies after short time. (RPT Platform Planks 9 and 111).
“Gain-of-Function” Accountability – ban gain-of-function research in Texas (RPT Platform Plank 156)
4. Texas Freedom to Travel
Stop Federal Vehicular Kill Switches (RPT End Federal Overreach Priority).
Protect Right to Repair Vehicles and Equipment (RPT End Federal Overreach Priority).
Stop Mileage Tax
Stop Digital Licenses/ID
5. Border Enforcement
Stop the Magnet – cut off taxpayer services to illegal aliens (RPT Platform Plank 229) (RPT Priority)
